The Local exists to improve wages, strengthen working conditions, raise labor standards, protect workers from hazards, and advance the welfare of members through organization, communication, and collective action.

Local 66 represents outside and utility electrical workers performing work within its jurisdiction, including outside commercial and industrial electrical construction, utility work, and outside utility, telephone, and cable television work.
The outside line construction agreement covers construction and maintenance work on overhead and underground transmission and distribution lines, substations, switchyards, traffic signals, street lighting systems, and related outside electrical infrastructure.
Covered work also includes associated handling of materials, equipment, structures, and related line construction work performed within the scope of the agreement.
Local 66 has jurisdiction over outside and utility work in the following Texas counties or designated portions of them: Atascosa, Austin, Bandera, Bastrop, Bexar, Blanco, Brazoria, Brazos, Burleson, Burnet, Caldwell, Chambers west of the Trinity River, Colorado, Comal, DeWitt, Dimmit, Edwards, Fayette, Fort Bend, Frio, Galveston, Gillespie, Gonzales, Grimes, Guadalupe, Harris, Hays, Jackson, Karnes, Kendall, Kerr, Kinney, LaSalle, Lavaca, Lee, Liberty west of the Trinity River, Llano, Madison, Matagorda, Maverick, McMullen, Medina, Montgomery, Real, San Jacinto, San Saba, Travis, Uvalde, Val Verde, Walker, Waller, Washington, Webb, Wharton, Williamson, Wilson, and Zavala.
Local 66 also covers outside utility, telephone, and cable television work performed by contractors on properties of companies headquartered within that jurisdiction, along with utility work performed by employees of CenterPoint Energy Houston Electric and Texas New Mexico Power.
Local 66 is led by elected officers and supported by a seven-member Executive Board and a five-member Examining Board. The Executive Board reviews membership applications and traveling cards.
The Examining Board evaluates applicants' trade qualifications in accordance with the IBEW Constitution and Local 66 bylaws. Members should contact the hall for official governance questions or current document requests.
